Nurses
Associate Engineers are working in Pakistan under BPS-10 and BPS-11. BPS-14 should be offered to the fresh Associate Engineers, who have 03 years Diploma in any field and BPS-16 should be offered to the Associate Engineers who successfully completed 1 year Post Diploma Training after 03 years DAE.
It is the fact that a country will not be developed without proper industrial growth and industrial growth can not be achieved without having Scientists, Engineers, Technicians and trained & skilled manpower. But today in Pakistan, thousands of Associate Engineers are uncertain about their future for the reason that there is no existence of any promotion channel or services structure in Pakistan for those.
It is the need of hour to sympathetically glance at the problems of this sector. Tecchnical staff conducts their responsibilities and look after their assignments in the condition that have great risks to their lives. The Prime Minister Yosuf Raza Gillani and President Asif Ali Zardari should look into this matter seriously and should take some curative measures.
To stop the Brain Drain from the country, Government of Pakistan should form a council or directorate to look after the problems of the Technicians. A Committee may also be formed on urgent basis. Highly skilled technicians are going abroad in huge numbers for their better future. Foreign countries, organizations and multinational companies offer a very handsome salary package to these technicians, whereas in Pakistan they are hand to mouth.
Associated Engineers become frustrated when they get notice that a person with only having Matric or F.A. with low marks are appointed in higher ranks. However the working environment of the Associate Engineers is mostly unsafe and the person who are low in education but higher in ranks are seated in air-conditioned and decorated offices.
Here we take another example; About 40~50 years ago Associate Engineers were appointed in BPS-11 and/or higher and Nurses were appointed in the pay scale of BPS-5 together. Later in 1975 Nurses were granted BPS-7, in 1982 they were promoted to BPS-9, in 1983 they were allowed to BPS-14 and now they work on BPS-16 pay scales. Not only this but a proper channel of further promotions has been made for them thus they can be promoted to BPS-20 and they can too have their directorate, nursing board and nursing council. There are a lot of Nurses in Army Medical Core who are Major by rank. But Associate Engineers are demoted in this period from BPS-11 and BPS-10 and there is no Council, directorate or any other organization to look after the problems of Associate Engineers. We are not denying the role of the Nurses in Hospital, nor we are asking for a demotion of ranks for Nurses. We are just demanding the equal Pay Scales and Proper channel for promotion. Because they education duration of the both is same; Nurses study 3 years after matriculation and some of these study midwifery subjects for an extra year, same wise Associate Engineers study 3 years about a technology field and some of these also get training for an extra year as directed by their employing education. Both get practical training along with their theoretical formal education.
Government should take steps to stop this prejudice against Associate Engineers. Otherwise most of these Associate Engineers will go abroad and it will give a serious impact to industry and economy of Pakistan.
